These are a series of grants, a field manual, and a technical white paper on broadband power line communication I wrote while working at the La Crosse County Health Department and Western Wisconsin Technical College (now Western Technical College). I later worked as a writer for Logistics Health Inc., La Crosse, doing project development to bring new contracts online. The Antioch II grant was pro bono for friends in Indonesia.
